Kinyinya distributes New Uniforms, communication facilities to Irondo Guards

Kinyinya has moved another step ahead to ensure the well-being of community led security guards as well as the safety of citizens in all four cells of Kinyinya Sector which is one of the sectors of Gasabo District in the city of Kigali.

On Monday 11th March 2018, the Sector officials together with the District Security official distributed new Uniforms and equipments to a total of 197 Irondo Patrol Guards as part of the continued efforts to professionalizing and strengthening the capability of the community led security patrol.

The Executive Secretary of Kinyinya Sector Umuhoza Rwabukumba revealed to TOPAFRICANEWS that the sector has mobilized over Six million Rwandan francs to purchase modern security communication facilities, new Uniforms and Night torches that were distributed to all patrol teams as recognition to the important services of men and women that are playing a role in the safety of Kinyinya residents.

Rwabukumba added that apart from new equipments which include Night torches, raincoats, Uniforms and Military Radio communication facilities (Icyombo) distributed to the security guards and their Teams, the Sector has also partnered with Radiant Insurance Company to provide Insurances to all 197 Security guards for their personal well-being and their families.

“With Radiant Insurance, the sector also pays Health Insurance for each guard and five members in her/his family also benefit from the Insurance which is also another benefit from the service rendered.”

The Radiant Insurance will cover expenses and Health risks to security guards in Kinyinya which is the first innovative services of its kind among all Irondo services country wide.

Financial contributions from residents, Kinyinya Irondo has bought uniforms for night patrol teams, first patrol car in the country in 2012 and four motorcycles for patrols in all four cells over the past 22 years.

The Kinyinya Irondo patrol teams usually elected by residents moved from working as volunteers to each earning Rwf30, 000 monthly.

Rwabukumba added that the monthly Salary for the Leader of Irondo Team received about 250,000 Rwf with additional 40,000 Rwf to facilitate the smooth running of the daily duties as a Team Leader.

Speaking to security patrol guards, Rwabukumba revealed that “By July 2019, the monthly Salary for the Irondo patrol guards will be increased.”

However, Col. Mugabo Eugene, the Commander of Reserve Forces in Gasabo District warns security patrol Agents on their Discipline noting that whoever will violate the professional codes of conducts will bear the consequences.

So far Six Irondo agents in Kinyinya sector were expelled from their duties as results of bad conducts.

Today Kinyinya sector is nationally recognised for its best community policing practices and is more organised into professional night patrol teams with 197 permanent staff, two patrol cars and CCTV cameras at key trading centers.

Kinyinya Irondo won the national community policing award in 2014 walking away with a brand new suzuki patrol truck.

Kinyinya community policing model has since been replicated across the country despite other communities lacking financial capacity.

However, Rwabukumba says that their success is more than just financial capacity.

“When the citizens understands the value of security they fully give in whatever they have. We do have other reserved money to intervene in case there is a financial problem, but our citizens are committed to play their role.” Rwabukumba said.
