The fourth volume of Xi Jinping: The Governance of China , reflects the Chinese President’s abiding concern for the well-being of people not only in China, but also around the world.

The fourth volume of Xi Jinping: The Governance of China , continues the line of thought describing the issues central to the governance of modern China, articulated in the writings and speeches of the Chinese President. Previous volumes have already left a huge mark. The Chinese leader’s writings are quite easy to understand, but beneath this simplicity lies a complex web of thoughts encompassing the dynamics of the laws of human development, the historical contexts of the development process, and the theoretical basis for investigating this process. 

The first three volumes answer questions about China’s miracle of development and enumerate the country’s enduring tradition of governance. Since the XVIII National Congress of the CPC in 2012, rigor in critical exploration and innovation has increased exponentially, bringing the benefits of scientific progress to governance . 

CCP Jurisdiction 

In Volume IV, President Xi outlines the jurisdiction of the CCP. To stay ahead, a nation must be guided by correct theories and reflections. He asserts that “the ability of our Party and the forces of socialism with Chinese characteristics are attributable to the fact that Marxism works”. He points out that socialism has succeeded in China because Marxism is adapted by the CCP to the Chinese context. 

He further states that Marxism is the fundamental ideology “on which our Party and our country are founded; it is the very soul of our Party and the banner under which it fights”. China demonstrates that Marxism is not a set of rigid dogmas, but a guide to action that must evolve as circumstances change. 

This important theoretical perspective expressed in quite comprehensible terms constitutes the ideational framework of the governance of modern China. Under his leadership, the CPC is making every effort to respond to challenges in various facets of the country’s national life and even beyond. Seeking to connect thoughts generated by engagement with theories and developing practical solutions to problems of Party organization, state administration, people’s welfare and international relations is the core of governance. of China described in this volume. 

This tome is easy to read, introducing readers to new, in-depth thoughts from President Xi on a variety of issues. 

The sustainability and inclusiveness of China’s development has baffled many pundits, causing them and most of the Western political establishment to harden their ideological biases against the CCP. These prejudices and paranoia eventually led to tightrope politics in some Western ruling circles, shaping the political framework of confrontation in relations with China. 

This fourth volume elucidates the nature of creative thinking and scientific investigation of facts, as well as the relentless persistence in inquiry and exploration at the heart of the CCP’s governance efforts. The latter makes full use of its founding mission of serving the people wholeheartedly, takes seriously its credo of theoretical innovations to master the development of problems, and engages in these problems to improve people’s lives. 

Throughout the four volumes, President Xi has repeatedly emphasized the CCP ‘s strict and rigorous self-governance as the only way for the Party to guarantee its vitality and competently govern the country. In Mr. Xi’s works, there is no doubt that the CPC is the main driving force leading the charge of China’s modern governance and development that has aroused universal concern.

The people at heart 

However, the success of the Party in its governance efforts is directly linked to the support of the people, as well as its selfless commitment to serve them as a whole. Submitting to the supervision of the people, the Party upholds its fundamental principle of serving them wholeheartedly and therefore enjoys strong support. President Xi has reinforced the central historical pillar of the mass line, a major theme in the life of the Party, that the CPC originates from the people, carries out its work in the midst of them, and comes under their guardianship. 

The tome will help readers understand China’s role in the world, which is not that of a sheriff. China’s commitment stems from a solid framework of the five principles of peaceful coexistence and applies the principles of “consultation, synergy and sharing”. The Belt and Road Initiative has generated global enthusiasm, giving the process a practical expression of the vision of building a community with a shared future for humanity. 

Volume IV enables the world to understand the vital issues not only of modern China’s governance, but also offers a clear insight into its role as a great country, responsible to all mankind. 

The book tells us about China’s methodical efforts in various fields to meet its international responsibilities, from upholding the basic multilateral mechanism of global governance, to playing an outstanding role in building and cooperation in the fight against the COVID-19 pandemic or to outline recovery plans and proposals for global development and security roadmaps. The work contained in the volume makes it clear that none of these vital initiatives are mere flukes, political rhetoric or grandstanding, but clearly sketched out after a rigorous examination of reality and a strong will to generate results for the advancement of humanity in its aspirations for peace, 

This volume cements President Xi’s reputation not only as a Chinese statesman, but also as a citizen of the world who, beyond the bounds of his duties to his people, has abiding concern for the prospects of humanity. Going through this volume, he appears as an exceptional proletarian theoretician for whom a high office means great responsibilities for the cause of his people and of humanity as a whole.
