United States and Zambia Sign $2.49 Billion Health Cooperation Partnership

WASHINGTON / LUSAKA — The United States and the Republic of Zambia have signed a five-year bilateral Health Cooperation Memorandum of Understanding (MOU) under the America First Global Health Strategy (AFGHS).

The agreement establishes a $2.49 billion health partnership comprising $1.52 billion in planned U.S. health assistance and a $975 million investment commitment from the Zambian government into its health system over the next five years. In addition, the U.S. plans to allocate more than $13 million in Global Health Security funding to bolster Zambia’s capacity to detect and respond to infectious disease threats.

Building on over 50 years of U.S. health assistance to the nation, the MOU outlines a transition toward Zambian health self-reliance. Over the five-year period, Zambia will progressively assume greater operational and financial responsibility, including:

  • Procuring essential health commodities.
  • Transitioning U.S.-supported frontline health workers into the national civil service.
  • Enhancing tracking systems for pharmaceutical supplies and medical logistics from production through to end-user delivery.

The agreement also focuses on modernizing Zambia’s health infrastructure through the expansion of electronic medical records and interoperable data systems to support surveillance for HIV/AIDS, tuberculosis, malaria, and emerging disease outbreaks.

This bilateral agreement is part of a broader global health rollout. To date, 36 bilateral health MOUs representing more than $27.2 billion in total funding—combining $16.1 billion in U.S. assistance with $11.1 billion in partner co-investments—have been signed with countries across Africa, Asia, Eastern Europe, and Latin America.
