Rwanda – Singapore Partnership Deepens Fight Against Cybercrime Through Intelligence and Investigative Cooperation
Rwanda and Singapore have boosted international cooperation in criminal investigations and intelligence sharing, as senior security officials from the two countries held high-level discussions focused on combating cybercrime and online fraud through advanced technology, innovation, and capacity building.
The Rwandan delegation, led by the Secretary General of the Rwanda Investigation Bureau, Jean Marie Twagirayezu, alongside Commissioner of Criminal Intelligence at the Rwanda National Police, CP Egide Ruzigamanzi, conducted an official visit to Singapore aimed at enhancing bilateral collaboration in criminal investigations and intelligence operations.
The delegation met with DC Zhan Weihan, Deputy Commissioner for Investigation and Intelligence and Director of the Criminal Investigation Department of the Singapore Police Force. Their discussions centered on expanding cooperation in professional training, institutional capacity building, and the exchange of expertise in addressing increasingly sophisticated cyber-enabled crimes.
The engagement comes at a time when cyber fraud and digital financial crimes continue to threaten economies and public trust across the globe, prompting countries to strengthen international partnerships and modernize investigative approaches.
Officials from both Rwanda and Singapore emphasized the importance of knowledge sharing and technological innovation in responding to evolving criminal networks operating in cyberspace. The two sides explored ways to reinforce collaboration in intelligence-led investigations and digital forensic capabilities, while also promoting the use of modern technologies to detect and prevent online scams and cyber-related offenses.
As part of the visit, the Rwandan delegation toured Singapore’s Anti-Scam Centre, one of the region’s leading institutions in tackling digital fraud and cyber-enabled financial crimes. The visit provided Rwanda’s officials with firsthand exposure to Singapore’s operational systems, advanced technological tools, and innovative methods used in combating sophisticated scam networks.
The study visit also allowed the delegation to gain practical insights into how data-driven policing, inter-agency coordination, and technological innovation can strengthen criminal investigations and enhance public safety in the digital age.
The growing cooperation between Rwanda and Singapore reflects a shared commitment to building resilient institutions capable of addressing modern security challenges. It also underscores Rwanda’s continued efforts to strengthen its investigative and intelligence capacities through international partnerships and global best practices.
With cybercrime rapidly becoming one of the world’s fastest-growing security threats, the collaboration between the two nations is expected to open new pathways for strategic cooperation, professional development, and stronger regional and international responses against digital criminal activities
