President Trump Unveils “Fair and Reciprocal Plan” to Address Trade Imbalances

Washington, D.C. — February 13, 2025 — In a bold move aimed at reshaping the landscape of international trade, President Donald J. Trump today announced the signing of a Presidential Memorandum to launch the “Fair and Reciprocal Plan.” This comprehensive initiative seeks to restore fairness in U.S. trade relationships and combat non-reciprocal trading arrangements that have long contributed to America’s trade deficit.

During a press briefing at the White House, President Trump emphasized the urgent need to correct longstanding imbalances in international trade, asserting that “gone are the days of America being taken advantage of.” He underscored that the new plan is designed to prioritize the American worker, enhance competitiveness across various industries, and bolster both economic and national security.

The President highlighted several examples of unfair trade practices that have led to significant economic disadvantages for the United States. He pointed out that while the U.S. imposes a modest 2.5% tariff on ethanol, Brazil enforces an 18% tariff on American exports, resulting in a stark imbalance in trade figures. In 2024, U.S. imports of ethanol from Brazil exceeded $200 million, while exports to Brazil were only $52 million.

Additionally, Trump cited disparities in agricultural tariffs, noting that India’s average tariff stands at 39%, compared to the U.S. average of just 5%. He also called attention to the European Union’s restrictive shellfish export policies, which have severely limited American access to European markets despite prior commitments to ease these restrictions.

The President’s memorandum articulates a clear message: the United States will no longer tolerate unfair trade practices that hinder American businesses and workers. “Reciprocal tariffs will bring back fairness and prosperity to the distorted international trade system and stop Americans from being taken advantage of,” he declared.

Since taking office, President Trump has consistently positioned trade policy as a cornerstone of his administration’s economic strategy. He referenced his past successes in renegotiating trade agreements, including the replacement of NAFTA with the USMCA, which he hailed as a significant victory for American labor. He also pointed to his administration’s decisive actions against unfair practices from countries like China and Canada, emphasizing a commitment to protecting U.S. interests at all costs.

The announcement comes at a time when the U.S. continues to grapple with a trade deficit that has persisted since 1975. In 2024 alone, the trade deficit in goods surpassed $1 trillion, exacerbated by non-reciprocal barriers and tariffs imposed by trading partners.

As the administration moves forward with the Fair and Reciprocal Plan, President Trump reiterated his pledge to put America First in all dealings on the global stage. “Trade policy is not just about economics; it’s about our national security,” he stated. “We will leverage our position to ensure that American businesses can compete on an even playing field.”

The Fair and Reciprocal Plan is expected to set the stage for future negotiations with key trading partners as the administration seeks to address these imbalances and secure better terms for American exports.
