Rwanda-Based Academy Brings ECL German Exams Closer to East African Learners

Rwanda has taken a major step forward in international language education after a Kigali-based academy received authorization to host internationally recognized German language examinations, removing long-standing barriers faced by learners across the region.
Der Sprachen Hub | German Language Academy has been officially accredited to administer the European Consortium for the Certificate of Attainment in Modern Languages (ECL) German exams, making it the first institution in East Africa allowed to conduct the tests locally.
The development means candidates will no longer need to travel abroad to sit for certified German language exams, a challenge that for years limited access due to high costs, long waiting periods and logistical constraints.

Speaking during a press briefing held in Kigali on December 21, 2025, the academy’s founder and CEO, Mwizerwa Mulisa, said the authorization, granted on December 2, marks a breakthrough for Rwandan and regional learners aiming for opportunities in Germany.
“For a long time, many students completed their German language training but were delayed for months because there were no accessible examination centers nearby,” Mwizerwa said. “Others had to spend heavily to sit exams abroad, sometimes with inconsistent service standards. This accreditation changes that reality.”
Supporting Education and Mobility
The ECL certification is widely accepted by German authorities for key procedures including applications for citizenship, permanent residence, family reunification, vocational training, volunteering programs and other official requirements.
Mwizerwa noted that the availability of ECL exams in Rwanda will particularly benefit young people seeking academic, technical and employment opportunities in Germany, where demand for skilled labor continues to grow.
Although the exams are developed in Germany, their international quality assurance and standardization are overseen by the University of Pécs in Hungary, ensuring global credibility.
First Exams Set for February 2026
According to Der Sprachen Hub, the first ECL German exam sessions in Rwanda are scheduled for February 6 and 7, 2026. Registration opened on December 8 and will close on January 6, 2026.
Candidates who register before December 31, 2025, will receive free preparatory courses, designed to familiarize them with the exam format and assessment criteria.
The exams will be conducted six times a year, a frequency expected to significantly reduce waiting periods and allow learners to better plan their academic and professional pathways.

Mwizerwa emphasized that the accreditation process assessed not only the academy’s technical capacity, but also Rwanda’s broader reputation for transparency, accountability and good governance.
“International exams require strict integrity standards,” he said. “Rwanda’s progress in promoting transparency and fighting corruption played a key role in building confidence among international partners.”
Flexible Learning Options
Der Sprachen Hub offers German language training from A1 to C1 levels, using flexible learning models tailored to different needs. These include morning and evening classes, weekend programs, online instruction, e-learning platforms, and hybrid formats that combine in-person and digital learning.

Since its establishment, the academy has expanded its footprint with campuses in Kigali, Huye and Musanze, and plans are underway to open a new branch in Rubavu.
Currently, the institution supports more than 200 learners enrolled in German language programs through its various platforms.
Education observers say the move positions Rwanda as an emerging regional hub for international language certification, potentially attracting candidates from neighboring countries seeking affordable and reliable access to recognized exams.
For many learners, the arrival of ECL exams on Rwandan soil represents more than convenience, it signals expanded access to global education and employment opportunities.
