Northern Province Authorities Call for High-Rise Investments to Curb Urban Congestion and Maximize Land Use

The leadership of the Northern Province has issued a strong and strategic call to investors and residents to prioritize the construction of multi-storey buildings as a sustainable solution to urban congestion and inefficient land use.

Musanze town continues to expand at a rapid pace, authorities emphasize that building upwards is no longer an option, but a necessity for structured and modern urban growth.

It’s among Rwanda’s fastest-growing urban centers, experiencing significant growth in commerce, housing, and private investment. With this expansion comes increasing pressure on available land, particularly in prime commercial areas. The provincial leadership believes that high-rise buildings offer a practical and profitable solution to this challenge.

The Governor of Northern Province, Mugabowagahunde Maurice, underscored the importance of maximizing limited land resources through vertical construction.

“Constructing high-rise buildings allows us to use land efficiently, especially on small plots. As the population grows, land becomes scarcer. Investors who choose to build upwards are not only contributing to organized urban development but are also positioning themselves for greater financial returns,” he stated.

He further reassured investors that experience has shown there is strong demand for commercial and residential spaces in multi-storey buildings.

“Those who have already invested in high-rise buildings have not lacked clients. Commercial spaces fill up quickly, and residential units are occupied within a short time. There is no loss in building vertically, instead, it is a gateway to sustainable profit and long-term value,” Governor Mugabowagahunde emphasized.

The transformation of Musanze has been ongoing for seven years under a structured urban redevelopment program. Theonas Tugengwenayo, President of the Musanze Urban Redevelopment Committee, the progress made so far demonstrates the success of the vision.

“Every property owner was required to construct at least a multi-storey building. In the first phase, which began in 2017, 46 plots were scheduled for development, and 31 buildings were completed and are now operational with various businesses. This proves that the strategy is working,” he explained.

He added that the second phase, set to be officially inaugurated in February 2026, consisted of 26 buildings, of which 21 have already been completed. A third phase is planned for inauguration in 2029, further reinforcing the long-term commitment to structured urban modernization.

Provincial authorities stress that high-rise construction not only reduces overcrowding but also enhances the aesthetic appeal and economic strength of the city. Organized vertical growth prevents uncontrolled urban sprawl, preserves land for other essential uses, and creates a modern city landscape that attracts both local and international investors.
Concentrating businesses and residences within multi-storey buildings improves accessibility to services, reduces unnecessary expansion into agricultural land, and fosters a vibrant commercial environment. Investors benefit from diversified rental income streams, while residents enjoy improved infrastructure and organized urban planning.

The Northern Province leadership maintains that Musanze’s future depends on bold investment decisions today. Building high-rise structures is not merely about architecture; it is about shaping a resilient economy, optimizing scarce land resources, and positioning Musanze as a competitive and modern secondary city in Rwanda.
