Louise Mushikiwabo Eyes Historic Third Term: Why the OIF is Rallying Behind Her Leadership

KIGALI, Rwanda – As the International Organization of La Francophonie (OIF) prepares for its 2026 summit in Phnom Penh, the spotlight is firmly on incumbent Secretary-General Louise Mushikiwabo. Nominated by Rwanda for a historic third mandate, Mushikiwabo’s candidacy is gaining momentum, framed by supporters as a necessary move to consolidate a decade of deep institutional reform and economic pivoting.

Since taking office in 2019, the former Rwandan Foreign Minister has steered the 88-member bloc through a period of intense modernization. Here is a look at the key pillars defining the case for her continued leadership.

When Mushikiwabo first arrived at the OIF’s Paris headquarters, she inherited an organization often criticized for being top-heavy and politically diffuse. Her tenure has been defined by “transformation.” She successfully pushed for a more decentralized structure and increased financial autonomy, ensuring that the OIF’s budget is directed toward high-impact field projects rather than administrative overhead. Supporters argue that a third term is essential to “lock in” these governance gains and prevent a regression into old bureaucratic habits.

2. Pushing the “Economic Francophonie”

Perhaps her most significant shift has been moving the OIF beyond its traditional role as a linguistic and cultural guardian. Under the banner of “Francophonie économique,” Mushikiwabo has led high-level trade missions to countries like Benin, Rwanda, and Cambodia. These missions have not been merely symbolic; for instance, the mission to Cotonou resulted in commercial contracts valued at approximately €30 million. Her vision for 2026–2030 involves scaling these models to turn the French language into a tangible tool for business and job creation across the Global South.

3. Education and Teacher Mobility

Recognizing that the French language’s future lies in Africa, Mushikiwabo launched the “Teacher Mobility” program. This initiative has deployed hundreds of French-language educators to countries like Ghana, Rwanda, and Seychelles to bolster local instruction. By focusing on the quality of education, she has addressed a critical gap in the Francophone space, ensuring the language remains a competitive asset for youth in non-Francophone or multilingual environments.

4. Empowerment and Inclusivity

Mushikiwabo has been a vocal advocate for the economic inclusion of women and youth. She has integrated gender-responsive budgeting within the OIF and championed programs that support female entrepreneurship. During her second term, she emphasized that “equality is not just a value, but a driver of development,” a stance that has resonated strongly with the organization’s younger demographic.

5. Diplomatic Weight in a Fragmented World

In an era of rising global tensions and several coups within the Francophone space (notably in West Africa), Mushikiwabo’s diplomatic experience has been a stabilizing force. Her ability to navigate the complex relationship between Paris and African capitals—while maintaining a clear-eyed focus on the OIF’s Charter—has earned her the respect of both the “North” and the “South.”

The Path to Phnom Penh

While her bid is historic—only former Senegalese President Abdou Diouf has served three terms—it is not without competition. The Democratic Republic of Congo has nominated Jura Amato Lumumba, signaling a potential debate over the regional balance of power within Central Africa.

However, for many member states, Mushikiwabo represents “continuity with change.” As she noted in recent statements, her goal for a third term is to “scale up” the foundations of good governance she has spent the last eight years building.
