Rwanda FDA Award Announcement Draws Backlash Over Illicit Alcohol Cases
Rwanda FDA’s announcement that it had been named Overall Winner of the East African Food and Drug Regulatory Excellence Award 2026 prompted immediate public criticism on social media.
The authority posted on October 6 that the recognition reflected its leadership in food and drug regulation, public health protection, medicines quality assurance, and market surveillance.
Replies quickly focused on recent controversies involving toxic alcoholic drinks and legal proceedings against former officials.
Several users rejected the award’s framing.
One wrote that “all leaders of the FDA are in jail for doing the opposite of what that award represents.”
Another called the announcement “fraud,” stating that Rwandans “have been killed, sickened and handicapped by ‘Ibyuma’ drinks under Rwanda FDA watch.”
A separate reply congratulated the authority but questioned why importers must apply for a new permit for every shipment of the same product, arguing that the process creates delays inconsistent with claims of regulatory efficiency.
The comments reference a nationwide crackdown that began in August 2026.
Authorities closed more than 140 alcohol manufacturing facilities, recalled products, suspended imports of dozens of brands, and seized large volumes of ethanol and finished beverages linked to drinks known locally as ibyuma.
Health officials reported more than 50 deaths and hundreds of hospitalizations associated with adulterated alcohol in the first seven months of the year, with cases involving severe illness and vision loss.
The Rwanda Investigation Bureau arrested former Director General Prof. Emile Bienvenu and other officials in mid-August in connection with investigations into the production and distribution of illicit alcoholic beverages.
Courts ordered provisional detention, and an appeal challenging that detention was rejected in late September. Cabinet appointed new leadership, including Prof. Raymond Muganga as Director General, on September 18.
Enforcement actions continued into early October, with additional factory closures and seizures of ethanol and substandard stock reported in districts such as Kicukiro.
Rwanda FDA’s award post did not address the ongoing cases or the leadership change.
The critical replies highlighted the contrast between the regional recognition and the recent public-health incidents and legal proceedings surrounding alcohol regulation.
