The Pivotal Role of Rwanda National Police in Combating Plastic Pollution

Kigali, Rwanda – On World Environment Day, the spotlight turned to the Rwanda National Police (RNP) and their critical role in the nation’s battle against plastic pollution. Commissioner for Operations and Public Order, George Rumanzi, outlined the police force’s commitment to environmental protection through a unique community policing model.

“The philosophy of community policy is partnering with the people,” explained Commissioner Rumanzi. He highlighted how this philosophy extends to all aspects of law enforcement, emphasizing collaboration with the public to prevent crime, including environmental offenses like the use of banned plastic bags.

Central to these efforts is the RNP’s collaboration with other agencies and the public. The police force has taken a proactive approach, engaging communities in crime prevention strategies and conducting awareness campaigns to discourage unlawful activities, including the smuggling and use of plastic bags.

Rumanzi detailed initiatives where the RNP worked with local cooperatives, particularly in regions near borders known for smuggling. By supporting alternative economic activities like farming and beekeeping, the RNP helps communities shift away from illegal trade. “We organized now ten cooperatives in Rubavu district,” he said, describing how these groups are intended to provide legitimate livelihoods and reduce reliance on smuggling.

Moreover, the RNP plays an instrumental role in enforcement at national borders, collaborating closely with customs officers through the Border Security Unit. This partnership aims to intercept banned plastic products before they enter the country. Rumanzi noted significant successes this year, with 4.5 tonnes of plastic bags confiscated at border points.

The Rwanda National Police also maintains a special unit dedicated to anti-smuggling operations, which functions 24/7 to deter illegal activities along water bodies and unmonitored entry points. This comprehensive surveillance underscores the RNP’s commitment to tackling the smuggling of what is one of the most trafficked banned items in the country.

In another pivotal move, the RNP has stationed officers at the headquarters of the Rwanda Environment Management Authority (REMA) to facilitate joint operations. These teams conduct inspections in markets and shopping centers to enforce compliance with the plastic ban, ensuring that illegal items are promptly seized and disposed of properly.

Through these combined efforts, the Rwanda National Police is not only enforcing existing laws but also playing an educational role, raising public awareness about the environmental impact of plastics. These activities showcase the RNP’s dedication to not just law enforcement but also to fostering a sustainable environment for future generations.
