Members of Parliament Set for Nationwide Citizen Outreach Tour

The Parliament of Rwanda has announced an extensive nationwide outreach initiative in which Members of the Chamber of Deputies will visit communities across the country to gather firsthand information that will support their oversight of Government programs. The initiative is designed to evaluate progress in key sectors such as urban development, housing, and land use areas considered central to Rwanda’s long-term transformation.

According to a press release issued by Parliament on Friday, 21 November 2025, the field visits will take place from 24 to 29 November 2025 in all provinces. A separate two-day visit will be conducted on 5 and 6 December 2025 within the City of Kigali, where rapid urbanization continues to shape development priorities.

Gertrude Kazarwa, the Speaker of the Chamber of Deputies, emphasized that Parliament remains committed to ensuring that national development policies are not only well-designed but also responsive to the daily needs and aspirations of citizens. She highlighted the importance of direct engagement with local communities as a tool for strengthening parliamentary oversight and ensuring transparent governance. “Visiting citizens and engaging with them helps strengthen our oversight role and reinforces our support for Government programs that contribute to sustainable development,”
said the Speaker, underscoring the value of continuous dialogue between citizens and policymakers.

As part of the outreach, Members of Parliament are expected to visit a total of 237 sectors (Imirenge). Their focus will be on observing ongoing projects that illustrate progress in urban planning, residential development, and the responsible use of land. The MPs will also identify existing challenges including stalled or underperforming projects while exploring strategies to accelerate development. Meetings will be held with district and sector authorities to discuss implementation bottlenecks, community concerns, and opportunities for improvement.

The press release further notes that MPs will hold interactive sessions with residents to promote safe settlement practices. They will encourage citizens to relocate to designated areas that do not pose environmental or safety risks and to take active ownership of public infrastructure established to enhance social welfare.

In addition to evaluating development initiatives, Members of Parliament will participate in the end-of-month nationwide community service activity, Umuganda, scheduled for the final Saturday of November 2025. By taking part in Umuganda, MPs aim to reinforce community solidarity and demonstrate the importance of collective responsibility in promoting hygiene, security, and locally driven development.

Parliamentarians believe that this field tour will create an opportunity for more transparent communication between leaders and citizens, enrich policy review processes, and ensure that national development programs remain aligned with on-the-ground realities. The outreach is also expected to strengthen accountability mechanisms and support efforts to build resilient, well-planned urban and rural communities across Rwanda.
