Community Service Sentences Help Offenders Reform While Supporting Their Families

Some citizens serving the new community service sentence, imposed by courts as an alternative to imprisonment, say carrying out the punishment while staying within their families enables them to continue fulfilling household responsibilities and caring for their loved ones, instead of being imprisoned and cut off from family life.

Those serving the sentence say that beyond being a legal punishment, community service also provides an opportunity for rehabilitation and self-reliance, allowing them to reform without being separated from their families.

MUKAMANA Béatrice, one of the beneficiaries serving community service in Nyagatare District, says the sentence has greatly helped her maintain stability in her family. “Serving my sentence while staying with my family has helped me take care of my children and provide for them. I did not abandon my responsibilities as a parent,” .

Another beneficiary, HABIMANA Jean Claude, says the experience has taught him an important lesson. “This work teaches us to avoid mistakes. I am serving my sentence, but at the same time learning how to engage in lawful activities that help me move forward,”.

RCS Urges Offenders to Avoid Reoffending

The Commissioner General of the Rwanda Correctional Service (RCS), CG Murenzi Evariste, has urged those serving non-custodial sentences through community service to carry out their punishment diligently and responsibly, and to avoid reoffending. “We encourage those given this sentence to serve it properly and to refrain from committing offenses that could return them to harsher punishments,” said CG Murenzi Evariste.

He added that the main objective of community service is to help offenders reform and reintegrate into society as responsible citizens, rather than imprisoning them and depriving them of opportunities to rebuild their lives and support their families.

The Rwanda Correctional Service says community service activities are being implemented across different parts of the country, aiming to reduce congestion in prisons while promoting rehabilitation within communities.

In Nyagatare District, RCS reports that 609 people are expected to participate in the program, while 186 have already begun serving their sentences.

According to RCS, court-sentenced offenders perform community service three days per week, engaging in public-interest activities such as road cleaning, maintenance of public infrastructure, and other development-oriented community work.

Experts say community service sentences mark a positive step in Rwanda’s justice system, as they allow offenders to reform without being deprived of normal life, while also reducing the social and economic burden on families and the nation at large.

RCS calls upon all beneficiaries of this sentence to view it as an opportunity for change, to avoid criminal behavior, and to engage in activities that contribute to their personal development and the progress of the country.
