Salesians in Rwanda Launch Quality Management System Framework for Don Bosco TVET Institutions

The launch event took place at the Don Bosco Hospitality Centre in Kigali and brought together members of the Educative Community, TVET managers, quality assurance experts, representatives from the public and private sectors, members of the press, and other stakeholders in skills development.

Speaking on behalf of the Provincial Superior, the Provincial Economer, Father Servilien Ufitamahoro, emphasized that the impact of Don Bosco TVET institutions is rooted in a skilled, motivated, and mission-driven team.

“The Don Bosco TVETs Management owes its impact to a skilled and motivated team dedicated to delivering high-quality technical and vocational education,” he said. “Our emphasis on continuous TVET development, collaborative decision-making, and a values-centered culture ensures accountability and excellence across all our training programs.”

Father Ufitamahoro highlighted that Don Bosco TVET programs actively engage a wide range of stakeholders, including government ministries, community organizations, industry partners, and international collaborators, underscoring the institutions’ broad reach and positive influence on Rwanda’s workforce development.

He further noted that the newly launched QMS is aligned with ISO 9001:2015 standards, reinforcing Don Bosco’s commitment to quality education and student support.

“At Don Bosco, we are deeply committed to affording the highest standards of quality in education and student support,” he said. “We provide practical, confidence-based training that balances technical and career-oriented applicability to encourage success in industry and cooperation while contributing to quality development.”

According to him, the QMS is structured into key sections that define policies, authorities, procedures, preferences, and role-specific responsibilities, serving internally as a framework for operational excellence, program quality, and staff empowerment. Externally, it assures partners and students that Don Bosco TVET institutions consistently deliver relevant, high-quality training aligned with global labor market needs.

Also addressing the gathering, Father Innocent Gatete, the Legal Representative of the Salesians of Don Bosco in the Africa of the Great Lakes Region—covering Rwanda, Uganda, and Burundi—described the QMS manual as a strategic tool designed to elevate Don Bosco TVET institutions to international standards.

“This manual presents the quality management system of the Don Bosco TVET Schools, developed in alignment with ISO 9001 to achieve international standards,” Father Gatete said. “Its primary objectives are to improve Rwanda’s TVET system, ensure the relevance and effectiveness of training, streamline institutional operations, and enhance Don Bosco’s reputation as a leading provider of technical and vocational education.”

He explained that the manual provides a comprehensive overview of processes and controls within the QMS, covering leadership and management responsibilities, resource management, curriculum and training delivery, and institutional support services. It also outlines mechanisms for continuous monitoring and collaboration to ensure sustained improvement and expanded opportunities.

Father Gatete further noted that the QMS manual is the intellectual property of the Salesians of Don Bosco, and its reproduction is strictly prohibited.

The launch of the QMS framework reaffirms the Salesians of Don Bosco’s mission to foster practical skills, innovation, and excellence in vocational training, while contributing to sustainable socio-economic development in Rwanda, across Africa, and globally.
