Bizimungu’s Nearly Rwf 10 Billion Lake Kivu Hotel Project Draws Attention
Former President Pasteur Bizimungu’s nearly Rwf 10 billion four-star hotel project on the shores of Lake Kivu in Rubavu has dominated recent Rwandan headlines—and kept critics sleepless.
In early November 2026, media outlets including IGIHE and TOP AFRICA NEWS reported that Bizimungu, who led Rwanda from 1994 to 2000, is developing the hotel on a 3,000-square-metre site. Construction is reported to be roughly 70% complete.
The plans include a conference hall with theatre-style seating for up to 1,000 people, four restaurants, a rooftop area overlooking Lake Kivu and the volcanoes, additional outdoor seating, sunbathing and music spaces, parking, a nightclub and a swimming pool. The project is expected to create between 300 and 400 jobs and attract leisure tourists as well as business and conference visitors to the Western Province.
Bizimungu has said he is aiming for four-star standards. The final cost could be slightly above or below Rwf 10 billion, depending on finishing requirements, including interior design, tiles and other materials. He indicated that the remaining work could take 12 to 18 months once specifications and materials are finalised.
Discussions are also reportedly underway with four potential investors interested in managing the property, a process that could lead to some adjustments to the design. Construction is said to have started around 2018, with an initial target of completing the first phase by 2022, before the COVID-19 pandemic delayed progress.
Bizimungu has linked the investment to Rubavu’s tourism potential, including the Gisenyi hot springs, commonly known as Amashyuza, opportunities for relaxation after work and water-based activities on Lake Kivu.
The coverage has also stirred strong reactions among critics following developments involving the former president. The scale of the investment, its disclosure and the attention it has attracted have kept the story circulating widely among those closely watching Bizimungu’s activities.
Bizimungu served as Rwanda’s president from 1994 to 2000, when he resigned. In 2004, he was sentenced to 15 years in prison on charges that included criminal association, incitement and embezzlement. He was released through a presidential pardon in April 2007 and has since focused on private activities. The hotel is among the more visible private investments associated with him in recent years.
Whether the hotel opens on the anticipated timeline and how the project develops are likely to remain subjects of public interest. For critics monitoring the story, the night after the investment was revealed was anything but quiet.
