A new Business Chapter for Agro-Chemical Dealers in Rwanda opens

From this Thursday, August 23, 2018 Rwanda moves with the new swift measures for Agro-chemicals dealership as 144 Agro-Chemical retailers awarded licenses which certify their authorized retail status in the country.

Certification in Agro-chemical dealership allows the holder to import and retail them.

The licenses were given to dealers after a thorough scrutiny done by the Ministry of Agriculture through Rwanda Agriculture Livestock Inspection and Certification Services (RALIS) to find out if they fulfill the requirements of being an Agro-chemical dealer.

Beatrice Uwumukiza, the Director-General of Agriculture and Livestock Standards and Certification Services said that the recent inspection results have shown significant improvement in Agro-chemicals and pesticides retailing, however, she added, there are still cases of fake products imported illegally.

She added that fake chemicals in Agriculture and livestock have caused losses to farmers like the recent cases in the Eastern Province where twenty cows died after being sprayed fake drugs which have been fraudulently imported from Tanzania which neighbors Rwanda in the East.

“Today you are receiving these licenses because we have seen that you fulfill the requirements for Agro-chemical dealership,” Uwumukiza said.

“However, having a license does not mean you are done with the inspection,

“Not at all! Inspection will continue, there are some people who get licenses and use them to do the opposite. This is a criminal act and it must stop.” She added.

She calls for the professionalism and integrity in this business.

“We have to be honest to avoid causing losses to farmers and even to the economical aspect of the nation in general.” Uwumukiza noted.

Some Agro-chemical dealers are poisoners unknowingly

The Rwanda Agro-Chemical Dealers Associations warns members that some of them are giving poison to innocent people unknowingly.

Safari Evariste, chairman of the board of agrochemical Advisory Council said “Imagine someone who sells fake agro-chemicals to farmers who will use them in crops that will be eaten by people and even your children.”

“People and cattle died due to fake chemicals.” He said.

“How can we allow someone who can’t read or explain to farmers how to use the fertilizer, to be an agro-chemical dealer?” Safari asked.

“They are so many outside there and we know them all. It’s time to work with police to take all of them out of this business.” He added.

Safari highlighted the urgency to clean up all wrongdoers in Agro-chemical dealership business.

He said “With the recent establishment of Rwanda Media Commission and crack down which targeted unsafe worship place some positive changes in their work have been recorded.”

“So why don’t us Agro-chemical dealers do the same!”

“It’s time for us to make sure that all malefactors are stopped from continuing the venomous acts in this business.”

The Ministry said Agrochemical trade will only be handled by professionals who are able to provide guidance on their proper handling under the new regulations.

The Agrochemical Law and Regulations prohibits sub-standard, expired, adulterated or counterfeit agro chemicals on the market, as well as sale of agrochemicals in shops selling consumables.

The law governing agrochemicals was enacted in August 2012.

It governs the manufacture, importation, distribution, use, storage, sale and disposal and burial of agrochemicals, for the protection of human and animal health and the environment, to avoid injury and contamination which may result from their use.

In 2016 – 2017, Cabinet approved all the remaining Orders to enable full implementation of the provisions of the law.

On behalf of Agro-Chemical dealers, Sipiridio Niyodusenga said “In 1960s, the Government was the only agro-dealer until 1980s when the Private Sector joined the business.”

“During that time “KIPHARMA (Famous Kigali based company dealing with the importation of medical products) was selling at the same time medicines for humans and agro-chemicals and pesticides.” He explained

“It was after a while that Agro-dealers decided to put in place AGROTECH in order to separate people’s medicaments and agro products.

“So this very good step which was made in addition to recent law governing agro-dealership in Rwanda.” Niyodusenga added.

“With these licenses we are now entering a new phase of doing Agro-dealership business professionally.” He concluded.

  2. This was a very good step to upgrade Agribusiness, hope will bring a positive change in this business not only Retailers but also for farmers revenues.

Members of the agricultural community—and by that I mean farmers, the agrochemical industry, the land grant universities, and the agricultural sectors of government—are not only advocates of environmental science, but are also proud of our accomplishments in it. As a society, we have invested some serious money in the research. So Rwanda needs to tighten regulations to avoid even environment hazardous causes by those fertilizers and pesticides
