How AI is Transforming Rwanda’s Public Service Delivery

Rwanda is pursuing an ambitious AI policy and integrating it in major sectors of the country’s life.
Dr. Michel Rogy, the World Bank group Regional Director for Digital and AI, early this week visited Rwanda Information Society Authority and held discussions with RISA officials.
RISA CEO Tony Sebera hosted Dr. Michel Rogy, and their discussions centered on how AI & Digital Public Infrastructure (DPI’s) are transforming Rwanda’s public service delivery and shared RDAP initiatives,achievements and next steps for responsible AI adoption.
The integration of Artificial Intelligence (AI) with Digital Public Infrastructure (DPI) is emerging as a transformative frontier for governance, public service delivery, and economic growth.
While DPI provides the foundational, secure, and interoperable systems (identity, payments, data exchange) needed for digital ecosystems, AI acts as a catalyst that makes these platforms more intelligent, personalized, and efficient.
By using AI within a DPI framework, governments can leapfrog traditional, bureaucratic, and inefficient systems.
This approach is particularly relevant for low- and middle-income countries (LMICs) aiming to foster digital inclusion.
