Safe Settlements and Enhanced Livelihoods for Communities Near Volcanoes National Park

The Volcanoes National Park Expansion and Community Resilience Project aims to transform vulnerable communities into safe, climate-resilient model villages, enhancing living conditions, providing essential services, and fostering socio-economic growth while preserving Rwanda’s natural biodiversity.

Residents living near Volcanoes National Park are set to transition from vulnerable living conditions near park boundaries to safer, more developed model villages equipped with essential infrastructure and opportunities for socio-economic growth.

This shift is part of the ambitious Volcanoes National Park Expansion and Community Resilience Project aimed at both enhancing conservation efforts and improving the well-being of communities affected by the park’s expansion.

Under the project, households currently residing within the area earmarked for park expansion will be relocated to modern, climate-resilient model villages.

These settlements will provide access to key services such as clean water, electricity, schools, and sustainable agriculture opportunities. Kinigi Horticulture hub has already been established to promote fruit and vegetable farming, creating market linkages and training for relocated families to improve food security and income.

The Ministry of Environment is leading the project in collaboration with national institutions including REMA, RDB, RWB, and Meteo Rwanda.

The five-year initiative (2023–2028) will be implemented across eight districts: Musanze, Burera, Rubavu, Nyabihu, Ngororero, Rutsiro, Gakenke, and Muhanga.

This project is not merely about relocation it offers a fresh start. It brings improved housing, access to services, and better livelihoods for families who have long lived on the edge of protected lands, while also contributing to the preservation of Rwanda’s rich biodiversity.

World Bank Team Visits Volcanoes National Park Expansion Site, Commends Progress on VCRP Activities On this Wednesday, 10 December 2025, a delegation from the World Bank led by Mr. Qimiao Fan, Country Director for Rwanda, Kenya, Somalia, and Uganda, visited the Volcanoes National Park Expansion site in Musanze District to assess the progress of the Volcanoes National Park Expansion and Community Resilience Project (VCRP).

The team was warmly received by Musanze District Mayor, Claudien Nsengiyumva, and briefed on ongoing activities including the planned resettlement of communities living near the park and infrastructure developments to support both conservation and livelihoods.

During the visit, the World Bank delegation expressed satisfaction with the progress made so far and reaffirmed the institution’s commitment to supporting Rwanda’s efforts in conservation and sustainable development.

The VCRP is expected to strengthen the link between environmental protection and socio-economic development by ensuring that communities benefit from the natural resources around them, especially through eco-tourism centered on the iconic mountain gorillas.
