Following a strategic pause, the Rwanda Development Board (RDB) has resumed issuing gaming licenses, signaling a shift toward a more “modern and responsible” ecosystem. With over 30 registered operators now active across sports betting, online casinos, and lotteries, the competition for Rwandan “punters” has never been more intense.
The industry is no longer a “wild west.” The 2024 National Gambling Policy introduced stringent oversight to balance economic growth with player protection. For brands, this means that trust and visibility are now the primary currencies of success.

As the government implements new fiscal measures—including a 40% tax on Gross Gambling Revenue (GGR) and a 25% withholding tax on winnings—brands must work harder to communicate value and maintain loyalty in a price-sensitive market.
