Rwanda Develops Education Intelligence Center to Tackle Schooling Challenges

Rwanda is developing a digital Education Intelligence Center designed to transform how education data is collected, analyzed and used to improve learning outcomes, strengthen policy decisions and address persistent challenges facing schools across the country.

The platform, by the Ministry of Education (MINEDUC), will bring together comprehensive information on students, teachers, schools, classrooms, learning materials and education performance indicators, enabling authorities to identify gaps early and take evidence-based action.

Education Minister Joseph Nsengimana outlined the initiative while appearing before Members of Parliament on October 20, 2026, explaining that the system would strengthen oversight of the education sector by providing reliable, up-to-date information to guide planning and decision-making.

According to MINEDUC, the initiative aims to move Rwanda beyond simply collecting education statistics towards using data as a practical tool to resolve challenges in schools and improve the quality of teaching and learning.

Through the platform, education officials will be able to monitor school performance, identify emerging problems and determine where interventions are most urgently needed. The system is expected to provide a clearer picture of conditions in schools and support more effective allocation of public resources.

One of its key functions will be to identify students at risk of dropping out, including those with frequent absences. It will also help detect teacher shortages, overcrowded classrooms and poor learning outcomes, allowing education authorities to intervene before these challenges become more severe.

The availability of timely information is expected to help the government respond more effectively to barriers affecting students’ education, while supporting efforts to improve school attendance, retention and academic performance.

The platform will also help authorities determine where additional teachers, classrooms, learning materials and investments in school infrastructure are required. By identifying these needs more accurately, the system is expected to support better resource allocation and more targeted education planning.

Furthermore, the data will be used to assess the performance of government education policies and programmes, particularly those aimed at strengthening students’ literacy and numeracy skills, alongside other indicators of learning achievement.

School leaders will play an important role in ensuring the platform remains updated. Headteachers and other education officials will be expected to regularly submit information about school operations, management and the resources allocated to their institutions.

The information will help education authorities assess the operational conditions of individual schools, identify gaps and determine the measures needed to improve their management and performance.

Dr Nelson Mbarushimana, Director General of the Rwanda Basic Education Board (REB), said the platform would also support the management of textbooks by enabling school leaders to provide information about the books available in their institutions, including how long they have been in use.

The system will also create an opportunity for teachers to provide feedback on textbooks before they are printed and distributed to students. This is expected to strengthen the review process and help ensure that learning materials respond more effectively to classroom needs.

The Ministry of Education has begun working with the Ministry of ICT and Innovation and the World Bank to prepare the project.

Minister Nsengimana said the process of selecting the company that will develop the platform is expected to be completed by March 2027, after which the construction phase will begin.

The government expects the development work to take a further six to seven months following the completion of the selection process, meaning the platform could be ready for use around late 2027, depending on the implementation schedule.
