Nyaruguru’s Housing Drive Transforms Lives as Vulnerable Families Move from Despair to Dignity
For decades, many vulnerable residents in Nyaruguru District lived under leaking roofs and in aging houses that exposed them to harsh weather conditions and threatened their safety. Today, however, a growing housing rehabilitation initiative spearheaded by local authorities and development partners is restoring hope, dignity, and security to hundreds of families, transforming lives across one of Rwanda’s most rural districts.
The remarkable impact of the program came into focus on June 10, 2026, during the annual Partners and Councillors’ Week organized by Nyaruguru District in collaboration with JADF-Indashyikirwa. The week-long outreach, running from June 8 to June 12 across various sectors of the district, provides an opportunity for district leaders, development partners, and community members to engage directly on issues affecting citizens while showcasing development achievements realized through partnership and community participation.
Among the success stories highlighted during the outreach was the transformation taking place in Munini Sector, where vulnerable residents are benefiting from housing rehabilitation projects aimed at improving living conditions and promoting social welfare.
For 65-year-old Fidele Semanzi, the intervention has been life-changing.
Standing proudly in front of his renovated home, Semanzi recalled years of hardship spent living in a deteriorating house whose roof leaked whenever it rained. The situation had become increasingly difficult, affecting not only his comfort but also his health and overall well-being.
Before receiving assistance, he often relied on plastic sheets to prevent rainwater from entering his house. Despite his efforts, the aging structure continued to deteriorate, leaving him vulnerable and uncertain about the future.
Today, that reality has changed dramatically.
“I am grateful to the district, sector, and cell leadership for the support they provided. My house was previously covered with old roofing tiles and had become so dilapidated that it leaked whenever it rained. I used plastic sheets to protect myself, but life was very difficult. Now I am happy because I live in a decent and secure home,” Semanzi said.

His story reflects the experiences of many vulnerable residents whose lives have been transformed through community work initiatives and government-supported housing programs.
Although deeply thankful for the assistance he has received, Semanzi hopes that support for vulnerable citizens will continue, enabling them to overcome other social and economic challenges that affect their daily lives.
Another beneficiary, 77-year-old Jean Baptiste Hakizimana, echoed similar sentiments.
At his age, Hakizimana says he no longer has the physical strength or financial means to maintain or renovate a house on his own. Without external support, he believes his situation would have been far more difficult.
The elderly resident described the housing assistance as a lifeline that restored both his security and dignity.
“I honestly do not know where I would be today if I had not received this support. I no longer have the strength or resources to take care of such needs on my own. I am grateful to the leadership for helping me obtain a decent place to live and protect myself from harsh weather conditions,” He said.
While expressing gratitude for the renovated house, Hakizimana also appealed for additional support to help meet basic needs, particularly food, given his advanced age and limited ability to generate income.
His appeal highlights the broader challenges facing some vulnerable households, where access to shelter must often be complemented by initiatives that address food security, healthcare, and income generation.
Local leaders say such concerns remain a priority.
Speaking during the outreach visit, Nyaruguru District Vice Mayor in charge of Social Affairs, Assumpta Byukusenge, reaffirmed the district’s commitment to ensuring that vulnerable citizens have access to decent housing.
She noted that local authorities, working closely with residents and development partners, will continue mobilizing resources to support families lacking adequate shelter.
“As local leaders, together with our partners and residents, we will continue supporting people who do not have decent housing. Some houses were built many years ago and have become old and unsafe, while their owners lack the means to renovate them. We will continue standing with them and providing the support they need,” she said.
According to Byukusenge, community participation has been instrumental in the success of the housing rehabilitation initiative. Through collective action and solidarity, residents have joined hands with local authorities to improve the lives of their most vulnerable neighbors.
She further encouraged beneficiaries to protect and maintain the houses they receive while seeking opportunities that can help improve their livelihoods and strengthen their self-reliance.
The housing rehabilitation program forms part of Rwanda’s broader efforts to promote social inclusion and improve the living conditions of vulnerable citizens. By ensuring access to safe and dignified housing, authorities aim to strengthen community resilience and reduce poverty at the grassroots level.
The impact is already being felt across Nyaruguru District, where more than 700 vulnerable households are currently benefiting from housing renovation and rehabilitation support.
For many residents, the initiative represents far more than the construction or repair of physical structures. It symbolizes renewed hope, restored dignity, and a commitment to ensuring that no citizen is left behind in Rwanda’s development journey.
Nyaruguru continues to expand social protection programs and strengthen partnerships with development stakeholders, stories like those of Semanzi and Hakizimana serve as powerful reminders that meaningful development begins by improving the everyday lives of ordinary citizens.
