The Rwandan Minister of Foreign Affairs will move to Paris to serve the International Organization of La Francophonie (OIF) as Secretary General of this Organization, TOPAFRICANEWS reports.
Louise Mushikiwabo was elected by the Francophone countries on Friday 12th October 2018 during La Francophonie Heads of State and Government meeting which took place in Armenia from 11-12 October 2018.

Louise Mushikiwabo replaces Michaëlle Jean, who was appointed Secretary General of La Francophonie by the Heads of State and Government meeting in Dakar at the 15th Francophonie Summit on November 29 and 30, 2014.

The Secretary General is in charge of providing a direct link between the bodies and the operational mechanism of La Francophonie. The Charter designates it as the “keystone of the institutional mechanism of La Francophonie”.
She will be in charge of the secretariat of the sessions of the Francophonie. She will chair the Permanent Council of La Francophonie (CPF).
The Secretary-General is elected for four years by the Heads of State and Government. His mandate can be renewed.
The Secretary General heads the International Organization of La Francophonie (OIF), of which she will be the legal representative.
OIF is the backbone of the French-speaking multilateral system, associating the Secretary-General’s power of political initiative to cooperative actions.
The Secretary General will lead the political action of La Francophonie, of which she is the spokesperson and the official representative at the international level.
In the field of cooperation, she is responsible for the animation of the French-speaking multilateral cooperation and chairs the Cooperation Council, which brings together the Administrator of the OIF and the leaders of the Parliamentary Assembly of the Francophonie (APF) and specialized operators (AUF, TV5, AIMF, and Senghor University).
The Secretary-General proposes the distribution of the Single Multilateral Fund and orders its allocation.691
