Gicumbi: Residents Voice Concerns Over Stray Dogs on the Streets

Residents of Gicumbi District have expressed deep concern over the increasing number of stray dogs roaming freely in the streets, highlighting both safety risks and public health issues.

Many residents report feeling unsafe when walking in their neighborhoods, especially in the mornings and evenings when stray dogs are most active. Recent incidents, including attacks on children, have heightened fears and prompted calls for immediate intervention by local authorities.

In various parts of Gicumbi town, it is common to see dogs wandering without supervision, scavenging for food, and occasionally approaching pedestrians aggressively. These stray animals are often left uncontrolled despite Ministry of Agriculture and Animal Resources (MINAGRI) regulations, which require that dogs must be leashed when outside their owners’ premises. Residents argue that noncompliance with these rules has contributed to the growing problem.

Marie Uwimana, a parent from Byumba Sector, shared her personal experience: “Last week, my child was bitten by a stray dog while walking to school. It was a frightening experience, and it has made me very cautious every time my children go outside. We need stronger measures to ensure our safety and prevent further incidents.”

Other community members, particularly local business owners and market vendors, have also expressed concern over the impact of stray dogs on their daily activities. Jean Claude, a motorcycle taxi operator, stated: “I almost had a serious accident when a stray dog darted in front of my motorcycle. Stray dogs are not just a nuisance they are a danger to road users. Authorities need to act before more accidents occur.”

Nzabonimpa Emmanuel, Mayor of Gicumbi District, addressed the issue, explaining the measures the local government intends to implement: “The district administration is aware of the growing problem of stray dogs. We are developing a comprehensive plan that includes public awareness campaigns, enforcement of pet ownership regulations, and vaccination drives. Dog owners must take responsibility by vaccinating their pets and ensuring they do not roam freely.”

The Mayor further emphasized that community cooperation is essential: “We call on all residents to report stray animals and to participate actively in initiatives designed to manage the dog population. Together, we can reduce risks, protect children, and ensure safe streets for everyone.”

While there is currently no official record of the total number of stray dogs in Gicumbi District, local authorities recognize the urgency of addressing this issue. Health experts warn that uncontrolled dogs can contribute to the spread of zoonotic diseases, such as rabies, posing additional public health risks.

Community members are hopeful that the district’s planned interventions will bring tangible results. Stray dog management initiatives, combined with education campaigns about responsible pet ownership, are expected to improve public safety, reduce accidents, and foster a more secure environment for residents.
