Rwanda and France Deepen Strategic Partnership with New Agreements on Migration and Employment
Rwanda and France have taken another significant step in strengthening their growing bilateral relations, signing two key cooperation agreements aimed at enhancing migration management and expanding employment opportunities for family members of diplomatic personnel serving in either country.
The agreements were signed during a high-level ceremony that brought together senior officials from both nations, reflecting the shared commitment of Kigali and Paris to deepen cooperation and facilitate greater mobility between their citizens.

According to the Embassy of Rwanda, Rwanda was represented by Ambassador François Nkulikiyimfura, while the French delegation included France’s Ambassador to Rwanda, Aurélie Roussel-Garneau, and Laurent Touvet, Director for Foreign Nationals in France at the French Ministry of the Interior.
The first agreement focuses on strengthening cooperation in migration-related matters, while the second seeks to facilitate access to employment for spouses and family members of diplomatic and consular staff posted in either country. The arrangements are expected to remove barriers that often limit professional opportunities for accompanying family members during diplomatic assignments abroad.
Officials from both countries emphasized that the agreements mark an important milestone in reinforcing the already strong partnership between Rwanda and France. They noted that the new frameworks will contribute to closer people-to-people ties and further expand collaboration across multiple sectors.
The signing comes shortly after a landmark event held on June 2, 2026, when President Paul Kagame and First Lady Jeannette Kagame joined French President Emmanuel Macron for the official inauguration of the 1994 Genocide against the Tutsi memorial site known as “Les Archives.”
The ceremony symbolized the continued strengthening of relations between the two countries and underscored their shared commitment to preserving historical memory, promoting reconciliation, and fostering mutual understanding.
Over the years, Rwanda and France have steadily expanded cooperation in various fields, including development, education, justice, culture, and economic transformation. The latest agreements are expected to further consolidate these achievements while opening new avenues for collaboration and exchange.
Kigali and Paris continue to build on their renewed partnership through newly signed accords signal a determination by both governments to deepen diplomatic engagement and create practical benefits for their citizens, reinforcing a relationship that has gained remarkable momentum in recent years.
