Global Security Leaders Convene in Kigali to Address Rise of Autonomous Weapons in Africa

KIGALI, Rwanda — The International Security Conference on Africa (ISCA) opened its 2026 High-Level Discussion today at the Kigali Convention Centre, drawing military leaders, tech experts, and policymakers from over 50 nations.

This year’s forum focuses directly on “The Rise of Autonomous Systems: Implications for Defence and Security in Africa.” As artificial intelligence and drone technologies rapidly reshape modern warfare, African defense sectors face an urgent need to adapt. The summit aims to establish unified policy frameworks that balance technological advancement with national sovereignty and ethical oversight.

Key agenda items for the one-day event include:

• Operational Shifts: Analyzing how automated systems alter regional combat and surveillance.
• Legal Regulations: Designing strict governance protocols for responsible AI deployment.
• Local Talent: Accelerating African tech workforce development to eliminate foreign defense dependencies.

The high-level discussions build upon momentum from the inaugural 2025 summit. Delegates are expected to release a joint framework on autonomous defense strategies late this evening.
