Path to Peace: Reflecting on the Central African Republic’s Transition
The Central African Republic (CAR) is navigating a pivotal moment in its history, marked by both encouraging progress toward stability and persistent security challenges that demand ongoing international attention.
In a recent briefing to the United Nations Security Council, U.S. Representative for U.N. Management and Reform, Ambassador Jeff Bartos, acknowledged the constructive role of the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA) in fostering a more secure environment.
Ambassador Bartos noted that with the mission’s support, the country has made significant strides, including the completion of an electoral process, the installation of a new legislature, and the formation of a new government—all accomplished in a relatively calm atmosphere.
Despite these political achievements, the security landscape remains fragile. Ambassador Bartos highlighted three distinct areas of concern:
- Regional Instability: Spillover from the conflict in Sudan continues to destabilize the northeast region.
- Localized Conflict: In the west, the country faces threats from criminal activities and ongoing farmer-herder conflicts.
- Volatile Areas: Armed groups remain active in the southeast, further complicating the security environment.
A central theme of the briefing was the necessity of a long-term transition. Ambassador Bartos emphasized that MINUSCA cannot maintain its current footprint indefinitely.
The mission is currently working to reconfigure its posture to operate more efficiently, transferring greater responsibility to Central African authorities as conditions permit.
Ambassador Bartos stressed that true, long-term peace depends entirely on Central African ownership. To turn current security gains into lasting stability, the government must prioritize:
- Sustained commitment to the peace process.
- The expansion of demobilization and reintegration programs for former combatants.
- Comprehensive security sector reform.
- Increased financial investment from the national government to assume responsibilities currently held by the UN mission.
As the international community continues to support these efforts, the path forward remains clear: by combining sustained political will with the consolidation of local governance, a stable and self-reliant Central African Republic is an achievable goal.
