Tender Documents Reveal Extensive Road Upgrades and Dust Control Measures for Zindiro-Masizi-Birembo-Kami-Gasanze Corridor
The Rwanda Transport Development Agency (RTDA) has officially issued an International Competitive Bidding tender for the upgrading of the Zindiro-Masizi-Birembo-Kami-Gasanze Road (10.23km) and the Cyamitsingi-Bibare-Zindiro road (4.5km).
Financed by the Road Maintenance Fund, the major infrastructure project is estimated to have a twenty-four-month execution period.
The completion of this project will involve laying an asphalt concrete surface course, which will permanently eradicate the unpaved conditions currently causing distress in the area.
While there are no official statements addressing the recent resident complaints about extreme dirtiness during the ongoing dry season, the newly issued tender documents heavily emphasize environmental compliance and indicate that these specific nuisances are accounted for in the project’s legal framework.
The technical specifications explicitly dictate that the future contractor must take all necessary measures to avoid polluting the worksite neighborhood, roadways, shoulders, and sidewalks with dust, mud, or debris from the construction work.
Because the 24-month construction phase will temporarily introduce heavy machinery and earthworks to the area, the tender outlines strict environmental controls to protect the local population from dirt and dust.
Whoever wins the contract is legally mandated to provide routine watering of the tracks used by vehicles for transporting materials, as well as all work areas and crushing sites, specifically to reduce dust emissions.
The bidding documents note that during dry periods, this watering must be done efficiently so that it suppresses the dust without causing other inconveniences to the neighborhood, such as muddy or stagnant water.
Furthermore, the tender requires that all dump trucks transporting loose materials, such as sand, be completely covered by tarps to prevent debris from blowing into homes and businesses.
To further mitigate the spread of dirt into residential areas, the tender establishes strict traffic regulations for the construction fleet.
The contractor is required to enforce a strict speed limit of 40 km/h for all drivers and subcontractors when passing through towns, villages, and hamlets.
By writing these specific environmental and social obligations directly into the tender, the bidding documents provide a clear regulatory mechanism to address the community’s dry-season dust concerns while paving the way for a modernized transit corridor.
