Rwanda Achieves Major Digital Payments Milestone with Full eKash Rollout

Kigali, July 15, 2026 — Rwanda has taken a significant leap toward a fully integrated cashless economy with the completion of the full rollout of eKash, the country’s national instant payment system.
Effective July 14, 2026, all domestic interoperable retail payment transactions between banks and electronic money issuers are now processed through a single unified platform.This development eliminates long-standing fragmentation in the digital payments ecosystem, making transfers between bank accounts and mobile wallets simpler, faster, cheaper, and more accessible for millions of Rwandans.
From Fragmented Systems to National Unity
Prior to the full eKash implementation, interoperability between financial institutions relied on bilateral agreements and separate technical integrations.
Each bank or mobile money provider had to establish and maintain individual connections with others, leading to higher complexity, costs, and inefficiencies.eKash replaces this patchwork with a single national payment switch operated by RSwitch.
Institutions now connect once to the platform, enabling seamless money movement across the ecosystem.
This includes commercial banks, SACCOs, microfinance institutions, and mobile money operators — a total of 22 institutions currently connected.
The system builds on phased development: initial interoperability for mobile money began around 2022, with expansion to banks and other providers over subsequent years.
The full domestic interoperability milestone completes these efforts under guidance from the National Bank of Rwanda.
How the New System Works for Users
Customers experience no disruption in their daily routines. Transactions continue through familiar channels — existing mobile banking apps, internet banking platforms, and USSD services — without the need to register for a separate eKash account or download a new application.Supported transaction types include:
- Bank account to bank account
- Bank account to mobile wallet
- Mobile wallet to bank account
- Mobile wallet to mobile wallet
Users can send or receive money across different providers seamlessly.
The platform supports transfers of up to Rwf 10 million per transaction (subject to individual institutions’ risk-based limits).
Merchant payments are also enhanced: customers can pay using their preferred bank account or wallet regardless of the merchant’s provider, with no eKash transaction fees for either party.
Key Benefits: Speed, Affordability, and InclusionThe rollout delivers immediate advantages:
- Lower costs — A maximum fee of Rwf 20 per person-to-person (P2P) interoperable transfer (paid by the sender). Institutions can charge less or waive the fee entirely. This represents a dramatic reduction from previous costs.
- Speed and reliability — Most transfers complete in under 15 seconds, with high success rates in earlier phases.
- Greater accessibility — Deepens financial inclusion by connecting formal banking with widely used mobile money services, benefiting users across urban and rural areas.
- Efficiency for providers — Reduced technical overhead and costs for financial institutions through the single-connection model.
RSwitch has described the full rollout as “a significant milestone in Rwanda’s transition towards a more integrated digital payment system, reducing barriers between financial service providers and improving the speed and convenience of money transfers.”
One RSwitch official noted: “With eKash, institutions connect once to the national payment system, reducing technical complexity and improving the efficiency of digital transactions.”
Performance and Scale So Far
Since its phased introduction, eKash has processed tens of millions of transactions, demonstrating strong adoption and reliability. The platform serves as a foundational element in Rwanda’s broader digital transformation agenda.
Broader Context and Future Directions
This achievement aligns with Rwanda’s national vision for a cashless, inclusive, and digitally empowered economy. It supports goals of financial inclusion, economic efficiency, and integration with government services.
Looking ahead, expansions are planned for additional use cases, including bulk payments, QR code-based merchant payments, government-to-person disbursements, and eventually cross-border instant payments.
The system positions Rwanda as a regional leader in interoperable digital payments infrastructure.
