Rwanda and Togo Seal Three Landmark Agreements to Deepen Bilateral Cooperation
Rwanda and Togo have signed three agreements in New York aimed at giving new momentum to political dialogue, institutional cooperation and broader bilateral relations between the two countries.
The agreements were signed on the sidelines of the United Nations General Assembly in New York, where leaders and senior officials from around the world are gathered for the UN’s annual high-level session.
The new instruments provide a framework for Rwanda and Togo to strengthen cooperation in political affairs, institutional coordination and other areas of mutual interest. The agreements are expected to create additional mechanisms through which the two countries can exchange experience, coordinate priorities and advance practical areas of cooperation.
One of the agreements focuses on sharing political experience, providing a platform for the two countries to exchange knowledge and perspectives on political and diplomatic matters. Such cooperation is intended to encourage dialogue and strengthen mutual understanding between Kigali and Lomé.
Another agreement provides for the establishment of a Joint Commission, a mechanism designed to provide a structured framework for reviewing bilateral relations, identifying areas of common interest and following up on cooperation between the two governments.
The third agreement broadens cooperation across different sectors, creating opportunities for Rwanda and Togo to work together in areas of mutual benefit and deepen exchanges between their institutions.
The agreements were signed by Rwanda’s Minister of Foreign Affairs and International Cooperation, Amb. Olivier Jean Patrick Nduhungirehe, and Togo’s Minister of Foreign Affairs, Prof. Robert Dussey.
The signing comes as the two countries continue to strengthen their diplomatic ties. Earlier in 2026, Rwanda and Togo also signed a visa-waiver agreement covering holders of all categories of passports, with the measure intended to facilitate movement between the two countries and promote people-to-people exchanges, trade, investment and tourism.
The latest agreements therefore add further institutional mechanisms to the relationship, particularly by establishing a framework for continued political consultations and coordinated engagement.
The cooperation also comes against the backdrop of Togo’s involvement in regional diplomatic efforts concerning peace and stability in the Great Lakes region. Togo has participated in regional peace processes involving Rwanda and the Democratic Republic of Congo, including through African Union-led mechanisms.
