US Urges Accelerated Transition and Security Reform in Central African Republic at UN Briefing
NEW YORK — The United States has commended progress toward peace and security in the Central African Republic (CAR) while calling on national authorities to accelerate security sector reform and plan for a smooth transition of peacekeeping responsibilities.
Speaking at a UN Security Council briefing, Ambassador Jeffrey Bartos, U.S. Representative for U.N. Management and Reform, highlighted the ongoing transfer of responsibilities from the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA) to national authorities.
MINUSCA has already transferred key security and corrections duties to local authorities and handed over electoral responsibilities following the completion of the electoral cycle. A joint committee established by the CAR government and MINUSCA is currently coordinating future handovers alongside the UN Country Team.
While acknowledging improvements in state authority and local institutions, Bartos noted that security gains remain fragile, particularly in border regions. He referenced a June 30 attack in the northeast—during which Zambian peacekeepers responded proactively and MINUSCA protected over 17,000 civilians—as a standard for peacekeeping operations.
Bartos emphasized that long-term stability requires dedicated investment from Central African authorities, particularly in leading security sector reform. He warned against both a hasty drawdown and the risk of a temporary peacekeeping mission becoming a permanent status quo.
“The Council should encourage continued efforts for an efficient transition of MINUSCA’s tasks,” Bartos stated, reiterating support for sustainable peace in the region.—–Would you like me to draft a summary for social media, adjust the tone, or format this article for a specific publication?
