U.S. Demands Fundamental Reform of UN Peacekeeping Operations, Outlining Five-Point Strategy

NEW YORK — Speaking at a United Nations Security Council briefing, Ambassador Jeffrey Bartos, U.S. Representative for U.N. Management and Reform, called for urgent and fundamental reforms to UN peacekeeping operations, asserting that current missions have grown “too big and too broad” and fail to deliver results proportionate to their cost and footprint.
Addressing the Council during a debate on the “Review on the Future of All Forms of United Nations Peace Operations,” Bartos stated that the United States has lost confidence in the current design and resourcing of UN peacekeeping. He emphasized that ending conflicts requires decisive diplomacy and leverage rather than bureaucratic processes and indefinite mandate renewals.
To address these challenges, the United States proposed five core principles for systemic reform:
- Unvarnished Feedback and Candor: The UN Secretariat and mission leadership must provide direct, honest assessments and actionable recommendations to the Security Council, enabling the reconfiguration or termination of underperforming missions.
- Integrated Mission-Level Planning: Missions must establish a clear strategic vision, realistic end states, and achievable benchmarks at inception, alongside a commitment to terminate missions that fail to adapt.
- Focused Mandates: Mandates must remain strictly focused on core security functions tied to political plans, eliminating superfluous language that strays from primary objectives.
- Enhanced Accountability: Strict performance standards and a zero-tolerance policy for sexual exploitation and abuse must be enforced, with deployment eligibility strictly dependent on compliance.
- Strategic Cost Efficiencies: The UN must ensure responsible stewardship of funding and taxpayer contributions, with Bartos noting that operational strain typically stems from poor prioritization rather than insufficient resources.
Concluding his statement, Bartos urged the Security Council to match U.S. resolve and act urgently to restore peacekeeping to its foundational purpose of maintaining international peace and security.
