Rwanda’s Burhani Engineers Ltd. Debarred by AFDB Over Fraud Claims
The African Development Bank (AfDB) has blacklisted Burhani Engineers Ltd., a Rwandan engineering, procurement, and construction company, for fraud and mismanagement.
The debarment renders Burhani Engineers Ltd. and its subsidiaries in Kenya, Uganda, and Tanzania ineligible to participate in AfDB-financed projects and operations.
Burhani Engineers Ltd., a Kicukiro-based company, is being tasked to enhance electricity access in rural Uganda, according to the Pan-African lender.
The case’s facts indicate that Burhani Engineers Ltd. engaged in fraudulent practices under AfDB’s procurement guidelines by misleading the selection process and obtaining contracts through multiple submissions.
Kenya has the second-highest number of African projects sanctioned by a pan-African lender for breaches, raising concerns about unethical methods used in project awarding. The African Development Bank Group is obligated to ensure funds are used for their intended purpose and penalizes fraudulent or corrupt activities through administrative processes.
