The City of Kigali’s Land Use Policies should Balance Progress and Personal Aspirations

In recent years, the City of Kigali has implemented strict land use policies and a master plan aimed at promoting sustainable development and urban growth. While these policies have undoubtedly contributed to the city’s impressive transformation, they have also sparked controversy and frustration among residents, particularly when it comes to building on their own properties.

One of the key issues facing residents is the restrictions on building permits and construction activities. Many individuals have found themselves unable to develop their properties as they see fit, leading to feelings of helplessness and a sense of being trapped in a administrative maze under the umbrella of Master Plan guidelines. This has not only hindered personal aspirations but has also stifled creativity and innovation in the city.

Furthermore, the stringent land use policies have limited opportunities for economic growth and investment. By preventing individuals from utilizing their properties to their full potential, the city is missing out on valuable opportunities for job creation and wealth generation. This ultimately hinders the overall development of Kigali and its residents.

Just with a small research, many people in Kigali City are facing obstacles when it comes to building on their properties, leaving them with a lot of idle time that does not contribute to their overall happiness.

 The city has been undergoing a reconstruction process since 1994, which is now over 30 years in the making. Most individuals who were born in 1994 are now over 30 years old, an age where they should be able to pursue their housing and wealth goals.

However, the continuous implementation of preventive policies hinders their ability to make progress towards achieving their dreams. It can be frustrating for many to constantly be restricted by regulations that do not empower them to work towards their aspirations.

This Week, the Kigali City administration announced plans to use satellite technology to monitor illegal construction activities. The Mayor of Kigali City, Dusengiyumva Samuel, stated that soon, this technology will be in place.

“We are implementing a technology system in collaboration with the Space Technology Center to identify newly constructed houses on a weekly basis and take action before they are completed,” said Dusengiyumva. “This satellite system allows us to pinpoint the location of each new construction.”

The Mayor emphasized that this approved technology will be integrated with the current building permit system. He explained, “We can now detect unauthorized construction as soon as it begins. This will prevent unsafe structures from being built and endangering residents.”


Although the Technology is good for the continuous monitoring of Master Plan use, It is important for the City of Kigali to strike a balance between promoting sustainable development and allowing residents the freedom to pursue their dreams. While regulations are necessary to ensure orderly growth and environmental protection, they should not come at the expense of individual aspirations and happiness.

Instead of solely focusing on preventive measures, policymakers should consider ways to empower residents and provide them with opportunities to thrive. This could include streamlining the permit process, offering incentives for sustainable development, and fostering a culture of collaboration between the government and its citizens.

Ultimately, the success of Kigali’s land use policies will be measured by their ability to improve the quality of life for all residents. By finding a balance between progress and personal aspirations, the city can truly become a model of sustainable urban development in Africa.
