Musanze: Planned Residential Sites Transform Lives and Skyrocket Land Value

Residents of Kimonyi Sector, Birira Cell of Musanze District say the government’s planned settlement program locally known as “site cutting” has become a powerful driver of socio-economic transformation, dramatically increasing land value and improving living standards within a short period.

According to local residents, land plots that were worth less than 1 million in several years ago are now valued at over Rwf 12 million, a change they describe as unprecedented before the introduction of the planned settlement initiative.

Kimonyi Sector is among the fastest-growing areas of Musanze City, largely due to its proximity to key infrastructure and expanding development projects linked to tourism, trade, and private investment. This strategic location has positioned the sector as one of the emerging urban zones with strong potential to support Kigali as a secondary growth hub.

Land owners and residents in areas where residential sites are being developed say the program is bringing tangible change to their lives. By organizing settlements under a clear and sustainable urban plan, the initiative is making it easier for residents to access essential services while promoting orderly urban growth.

The development of residential sites includes the construction of modern road networks, access to clean water, electricity, and other basic infrastructure. These improvements have eliminated long-standing challenges such as poor accessibility, difficulty reaching markets, and limited access to administrative and social services.

Uwimana Béatrice, a resident of the area, recalls how daily life was once defined by isolation and hardship.
“Previously, we lived in areas without roads. Even motorcycles struggled to reach our homes,” she said. “With the development of these sites, we now feel fully integrated into Musanze City. It has restored our confidence and given us hope for a better future.”
She added that the sharp rise in land value has allowed families to plan more securely for the future.
“Land we once considered almost worthless has now become a valuable asset. A plot I bought years ago for a very small amount is now selling for millions. This gives us real opportunities for economic progress and long-term family security,” she explained.

Another resident, Nshimiyimana Samuel, noted that the planned settlement program has significantly reduced conflicts related to unregulated construction, which previously caused tension between residents and local authorities.

“In the past, people would build houses without authorization, only to see them demolished the next day. That created insecurity and frustration,” he said. “With designated residential sites, people now build legally and peacefully, knowing they are following approved urban plans.”

He also emphasized that the improved organization of settlements is attracting business activity and private investment, further stimulating local economic growth.

Musanze District Mayor, Nsengimana Claudien, described the development of planned residential sites as a cornerstone of the city’s long-term urban development strategy.

“Our goal is to build a modern and competitive Musanze City, especially as it serves as one of the satellite cities supporting Kigali,” he said. “Planned residential sites bring essential infrastructure closer to citizens, prevent informal settlements, and significantly increase land value.”

The mayor urged residents to fully embrace the opportunity by complying with urban planning regulations and maintaining the infrastructure provided.
“Sustainable development is only achievable through strong collaboration between citizens and local authorities,” he added. “We encourage residents to build responsibly, respect the city master plan, and protect public infrastructure.”

In Musanze District, planned settlement development began in 2023, with multiple sites already developed in sectors including Gaturo, Gakoro, and Kimonyi. Several additional sites have been completed, while others are still under development or scheduled for future implementation.

Residents say the continued expansion of these projects is steadily increasing land value and visibly accelerating the transformation of Musanze City into a well-planned, modern urban center.
