European Union Delegation Witnesses Rwanda’s Powerful Reintegration Journey

Through Demonstration of Rwanda’s enduring commitment to peace, stability, and human dignity, leadership of Musanze district joined high-level European Union officials at Mutobo demobilisation centre, where stories of transformation from armed conflict to renewed civilian life unfolded with striking clarity.

Musanze District Mayor Claudien Nsengimana, in collaboration with the Rwanda Demobilization and Reintegration Commission, welcomed a distinguished delegation from the European Union led by Ambassador Belen Calvo Uyarra and Patricia Llombart during their visit to the Mutobo Demobilisation Centre.

The visit formed part of ongoing efforts to strengthen international partnerships and deepen understanding of Rwanda’s demobilisation and reintegration framework widely regarded as a model of post-conflict recovery in the region. The engagement was a direct interaction with recently repatriated former FDLR combatants who had returned from the eastern Democratic Republic of Congo.

In a setting defined by reflection, the visitors listened attentively as the ex-combatants shared deeply personal testimonies. Many spoke of the harsh realities of life in armed groups, the difficult decision to abandon violence, and the hope they now place in rebuilding their lives within Rwandan society. Their voices painted a vivid picture of transition from fear and uncertainty to a future shaped by opportunity, reconciliation, and belonging.

Musanze district leadership emphasized the importance of collective responsibility in sustaining peace, noting that reintegration is about disarmament and restoring dignity, rebuilding trust, and empowering individuals to become productive members of society. He underscored Musanze’s role in supporting these efforts through community-based initiatives that foster inclusion and resilience.

The European Union delegation expressed appreciation for Rwanda’s structured and human approach to demobilisation. Ambassador Calvo Uyarra highlighted the significance of listening directly to beneficiaries of the program, describing it as a powerful reminder of the human impact behind policy frameworks. Patricia Llombart echoed these sentiments, reaffirming the European Union’s continued support for peacebuilding initiatives across Africa.

The Mutobo Demobilisation Centre stands as a symbol of transformation where former combatants are not defined by their past, but guided toward a future rooted in peace and purpose. Through counseling, civic education, and vocational training, the centre equips returnees with the tools needed to reintegrate successfully into their communities.
