Rwanda Suspends Cooperation with Belgium for All NGOs and Foundations

Kigali, Rwanda – 27 March 2025 – The Rwanda Governance Board has announced a significant directive following the Rwandan Government’s decision on 17th March 2025 to sever diplomatic relations with the Kingdom of Belgium. Effective immediately, all international and national non-governmental organizations (NGOs), Faith-Based Organizations (FBOs), and Common-Benefit Foundations registered in Rwanda are prohibited from engaging in any form of cooperation with the Belgian Government and its affiliated entities.
This sweeping prohibition affects all existing collaborations, partnerships, and engagements involving the Government of Belgium, its institutions, and affiliated agencies. Organizations are required to terminate any ongoing projects or agreements with these entities and report their actions to the relevant authorities.
In conjunction with this prohibition on partnerships, the directive also imposes stringent financial restrictions. NGOs and FBOs are barred from receiving or disbursing funds, grants, donations, or financial contributions from the Government of Belgium or any of its associated institutions. This includes budget support, project funding, technical assistance grants, and any payments made through third-party intermediaries. Entities attempting to bypass these financial restrictions, including through subsidiaries or partner organizations, will face strict penalties.
The Rwanda Governance Board emphasized that non-compliance with these regulations could lead to the suspension of registration or revocation of legal status for organizations involved. Additional legal and administrative measures will be enforced against any entities found in violation of this directive.
This directive reaffirms Rwanda’s commitment to its national interests and legal frameworks governing NGOs and other organizations operating within its borders.
