Swiss, US, and Dutch Diplomats Visit Rwanda’s Mutobo Demobilization Centre

Musanze, Rwanda – May 29, 2026– A high-level diplomatic delegation visited the Mutobo Demobilization and Reintegration Centre in Musanze District today to learn firsthand about Rwanda’s successful model for demobilizing and reintegrating former combatants.

The delegation was led by Swiss Ambassador to Rwanda, Gilles Cerutti, and included the Deputy Chargé d’Affaires of the United States Embassy in Kigali as well as senior representatives from the Netherlands Embassy.

During the visit, the diplomats received detailed briefings on Rwanda’s comprehensive demobilization and reintegration program, engaged directly with ex-combatants undergoing rehabilitation, and listened to personal testimonies detailing their journeys from armed groups back into civilian life and productive society.

The guests were hosted by senior officials of the Rwanda Demobilisation and Reintegration Commission (RDRC), including:

• Chairperson Valérie Nyirahabineza
• Deputy Chairperson Maj Gen (Rtd) Jack Nziza
• Commissioner Dancille Nyirarugero

Mutobo Centre, located in Rwanda’s Northern Province, continues to serve as a flagship facility for the voluntary repatriation, orientation, vocational training, and community reintegration of former members of armed groups, particularly those returning from eastern Democratic Republic of Congo.

The visit underscores growing international interest in Rwanda’s DDR (Disarmament, Demobilization, and Reintegration) approach, widely regarded as a model for post-conflict reconciliation and regional stability in the Great Lakes region.
