HEC, Professional Bodies Discuss Enhancing Academic Program Delivery in Higher Learning Institutions

On August 20, 2025, the Higher Education Council (HEC) convened a consultative meeting with various professional bodies in Rwanda to explore ways of formalizing and strengthening collaboration aimed at improving the quality of education in higher learning institutions (HLIs). The discussions focused on curriculum development and the effective delivery of academic programs.
The meeting served as a platform for dialogue between HEC and professional bodies on the relevance and quality of academic programs in HLIs. It also sought to gather insights on establishing a structured framework for collaboration, ensuring that professional bodies are actively engaged in curriculum design, revision, delivery, and assessment.
In his opening remarks, Dr. Edouard Kadozi, Director General of HEC, underscored the critical role professional bodies play in aligning academic programs with labor market demands, quality benchmarks, and emerging industry trends. He highlighted their responsibility as custodians of professional standards and ethics, noting that their expertise provides valuable input on the skills and competencies required to produce graduates who are both academically sound and professionally competent.
“We must ensure that the education delivered in our higher learning institutions responds to evolving labor market needs, meets professional standards, and supports global competitiveness,” Dr. Kadozi stressed. “Through regular engagement, HLIs can receive timely feedback on changing industry demands and better prepare graduates for the world of work.”
Dr. Kadozi also reminded participants of HEC’s mission to enhance the quality of higher education and to ensure graduates are equipped to drive Rwanda’s socio-economic development. He emphasized that strong collaboration with professional bodies is key to aligning academic programs with national priorities while preparing students for international competitiveness.
Participants shared best practices, identified challenges in aligning curricula with industry needs, and discussed the development of a partnership framework to guide ongoing collaboration between HEC and professional bodies in Rwanda.
