Musanze: RISE Rwanda Program to Empower Out-of-School Youth Through Digital Learning

The RISE Rwanda Program is set to transform the future of out-of-school youth in Musanze District by offering them a second chance to complete upper secondary education through a flexible and technology-based learning approach.

Targeting young people aged between 18 and 25 who dropped out of Senior 4, 5, or 6 at least three years ago, the initiative provides a unique opportunity to earn an A2-equivalent certificate within six to twelve months. Learning will be conducted digitally, making it easier for participants to balance education with other life responsibilities.

Implemented by YWCA Rwanda in ten districts including Musanze, RISE Rwanda is a government-led initiative supported by key partners such as Mastercard Foundation, Carnegie Mellon University Africa, UNICEF Rwanda, Imbuto Foundation, CRS, and DOT Rwanda.

Many youths have welcomed the program with excitement and hope. Laetitia Ishimwe, 23, from Kinigi, said: “I never thought I’d get a second chance to finish school. This is a turning point for me.”

Patrick Mugisha, 21, shared: “Digital learning makes it possible to keep learning even while helping my family. RISE is truly a lifesaver.”

Parents also embraced the program. Clarisse Uwamariya, a mother from Muhoza, said: “Our children had lost hope. This is more than education, it’s a chance for dignity and progress.”

On December 17, 2025, a meeting was held in Musanze District at La Palme to launch the RISE Rwanda program in the district. The program aims to support out-of-school youth in completing their secondary education through digital learning.

Registration for the program will be conducted at sector offices, offering a pathway for youth to reclaim their education, gain skills, and contribute meaningfully to their communities. RISE Rwanda is not just about schooling, it’s about resilience, empowerment, and shaping a better future.
